the same issue happent to me today... we was on my home 5 friends i have 3 pc on my home and 5 laptops, everyone we was login normally, and i make one restart and i can not login with that error only from my computer.... WTF Gameforce is that?
Any fix or need to wait to remember the client to remove the local ban? really that gameforce will never learn
Have to say that Anniversary is the worst anniversary rewards Aion was on his history.... Really what the point from go to one bad rewards Event, to one with more more worst?.... when already you have see from previous feedback about it, but now is more worst from previous event 
Anyway... Lets cross fingers that will not destroy Aion more from how much it have been, with the bad events rewards.
Dont know if you understood but the last few months the events are not so good and makes people to disappear from the game... all the time fragments (to try to collect 100 and can fuse them) and in the end when you collect it, to take random things not even for your class, is not something that can attract players... just to make the current players a bit pissed off and stop more fast the game...

I'm not sure about later patches of 7.2 because KR had a lot of these stigma events every few months but they do have the +9 and +12 safe spots in 7.5.
Opening green slots might not be essentials for all classes but there is one, reduced cooldowns, therefore a slight increase even in pve dps. Opening a third one is a huge deal for every class, along with lower cooldowns. Ultimately, at +15 is not only reduced cooldowns but a huge boost in skill damage after you upgrade your +15 stigmas to gold stigmas.
Safe spots on Korean +9 +12 is from 7.2 (full not half we was) and from Russian server same Safe spot +9 and +12

is not only russian only, it was and korean like that safe points at +9 and +12 in 7.2.3 patch (you can see it in many korean videos in youtube they was safe point on +9 +12 in 7.3 when they was try to make stigma on +15

i think they messed up again the calc because with lugbug you can take totally 4 choco and you need 100 for 10 recipe (if they will give us the 10recipe they say) so from lugbug totally you take just 4 choco (not even 1 recipe 
so the rest 96 choco from where? 960 instances for take it? :;ppp

You have wrong calc to
1 Chocolate = 10 Sinister Chocolate (10 instances)
10 Chocolate = 100 Sinister Chocolate (100 Instances)
10 Chocolate = 1 Recipe (100 Instances)
20 recipes= 200 Chocolate ->2000 Sinister Chocolate
20 Recipes = 2000 Sinister Chocolate(2000 Instances)
We miss 1940 Sinister Chocolate = 1940 Instances maybe on 10years we will do it
PS: Relax 1000% they make mistake with the numbers because and on RU server and on Korean was need 20 instance for 10 Recipes for 1 Big Box so probably they will fix it on next maintenance
