Even Russia Classic 1.9 is a lot more generous, look at all you get at level 1 to help you get started. We always get the worst out of all the publishers in every aspect, droprates, servers, events, price, boosts..
All i see in that screenshot is broken items that shouldn't be given for free especially not at first few days of a server.... this is private server mentality right there

The mini-boss rewards in Taloc is what I really noticed.
They are between 100k to around 300k XP on the EU servers, where as they are in the 10's of millions XP on the NA servers, which makes them an important sources of solo leveling XP.
That's a change that happened in 2.5 or 2.7 that increased exp from taloc mobs by alot
