Titel say it all, make Siel´s like gold pacjage on Live Server. Did this thread in the german forum part, but that isn´t very active.
Some thoughts: there are for sure plenty of people, who like to spend real money to push their char, you just have to look MyAION what gear many people have. Is that good? Don´t think so, but you won´t get rid of those people anyways, they were there from day 1 of classic.
How do these people generate the kinah now, to outbid others for Stromwing gear etc. Some may be honest and do it via gift function in the cash shop, but first it takes a lot of time to create tons of kinah with the gift shop limit and second you have always the risk to be scammed.
Many people go the illegal way and buy illegal kinah, but these have the risk to be busted and banned.
Broker-tradable-Siel´s would be win-win-win-win, cashing players (as I said, they were there, they are there and they will be there, deal with it) have a legal safe way to generate kinah, non-cashing players have a safe unscammable was to get Siel´s for kinah, all players win because Siel´s would get much cheaper for all and Gameforge wins, because they get the money the gold sellers got before, the only ones who would loose are the bot-accounts and gold sellers because of lower demand for illegal kinah.
